Unprecedented: 800 villas to be demolished – Massive urban renewal in Be'er Ya'akov begins
For the first time in Be'er Ya'akov, over 90% of Hatzav Street homeowners signed an urban renewal deal. Attorney Or Keren calls it a model for other city areas.
The older residential neighborhoods of Be'er Ya'akov are on the verge of a major transformation. As part of the "TAMAL/2054 – The Old Urban Fabric, Be'er Ya'akov" plan, a first-of-its-kind urban renewal agreement has been approved and is now underway. It includes private houses on Hatzav Street. Over 90% of the homeowners have signed an agreement with the development company "Ma'oz Daniel," marking the start of a new trend in the city – relocating private homeowners to make way for a new and modern residential project.
Attorney Or Keren, founding partner at the law firm Cohen-Katzav, Keren, Dahan & Co. (KDC), representing the residents, notes: "These types of projects are considered especially challenging, primarily due to the need for a high level of consensus and the significant sensitivity involved in evacuating private homes. Therefore, this marks a real breakthrough within one of the most ambitious urban renewal plans in Israel."
A Model That Could Expand Across the City
The "TAMAL/2054" plan, promoted by the Israel Land Authority and the National Planning and Building Committee (Vatmal), in cooperation with the Be'er Ya'akov municipality and the local urban renewal authority, aims to modernize the city's old fabric and adapt it to the new demographic reality. The plan includes the construction of approximately 9,150 new housing units and around 20,000 square meters of commercial space, replacing about 800 existing housing units – most of them private homes.
Attorney Keren adds: “We were able to quickly assemble a cohesive group of landowners and sign a first-of-its-kind agreement with a developer. This is a rare achievement that encourages other property owners to join similar initiatives. It goes far beyond a single deal – it's a shift in mindset.”
