A 53-year-old British man was on Thursday charged with seven offenses, including dangerous driving and causing grievous bodily harm with intent, after a car plowed into a crowd of Liverpool soccer fans during a victory parade on Monday.
The man, whom police named as Paul Doyle, was arrested on Monday.
Police have said that the incident, which took place in a packed city center where scores of fans had gathered to celebrate, was isolated and not an act of terrorism.
