Putin, who was handed the presidency by Boris Yeltsin on the last day of 1999, has been leader for longer than any other Russian ruler since Josef Stalin.
Yaroslav Hunka, 98, received two standing ovations from Canadian lawmakers. Hunka served in World War Two as a member of the 14th Waffen Grenadier Division of the SS.
In a call with reporters, Kremlin spokesman Dmitry said that Russia's investigation took into account the possibility that the crash had been caused deliberately.
"We all know that the Kremlin has a long history of killing opponents," said White House press secretary Karine Jean-Pierre. "It's very clear what happened here."
The crash of Yevgeny Prigozhin's plane joins a chain of violent events, whose traces lead to one place - the Kremlin.
Russia intercepted 42 drones over territory it holds on Friday alone.
The Kremlin also said it was impossible to say whether Russian President Vladimir Putin would attend the funeral of Wagner mercenary boss Yevgeny Prigozhin.
White House spokesperson John Kirby said the administration was still collecting information about the case and had no comment yet.
Belarus, the Kremlin's closest ally, initially supported the Russian invasion, opening its borders to Russian troops marching on Ukraine's capital Kyiv.
Kyiv has been pushing Berlin to supply it with the Taurus, a missile with a range of more than 500 kilometres that is fired from fighter jets such as the Tornado, the F-15 or the F-18.
